LFN Takes Government to Court: Vaccines, Lockdown, IHR and Schools on Trial

LFN is challenging the mass poultry vaccination decision by Agriculture Minister John Steenhuisen, exposing the lack of consultation and transparency; demanding confirmation that the COVID-19 National State of Disaster ended on 14 June 2020, and that all extensions thereafter were unlawful; seeking to stop government from secretly implementing the 2024 WHO International Health Regulations amendments without Parliament or public input; and fighting against the Draft School Admission Regulations, which threaten children’s and parents’ constitutional rights.

Over the past month, Liberty Fighters Network (LFN), represented by its President, Reyno De Beer, has lodged four crucial applications in the High Court, Pretoria. These cases, three of which were filed in just the past week, carry profound implications for the public. Yet, as has sadly become the norm, mainstream media has been silent.

1. Poultry Vaccination Challenge – LFN v Minister of Agriculture (John Steenhuisen)

LFN has moved to review and set aside the Minister of Agriculture’s decision to authorise the mass vaccination of poultry against alleged Highly Pathogenic Avian Influenza (HPAI). The application contends that the decision was taken without proper consultation, without disclosure of scientific evidence, and in breach of the Promotion of Administrative Justice Act (PAJA). LFN is calling for transparent impact studies and genuine public participation before any such programme may proceed. Download the court application here.

2. National State of Disaster – LFN v Minister of Cooperative Governance (Velenkosini Hlabisa)

LFN is asking the Court to confirm what it has always maintained: the COVID-19 National State of Disaster legally ended on 14 June 2020, despite government pretending to extend it for two more years. The application seeks a declaration that all extensions and regulations thereafter were unlawful, unconstitutional, and void. 3. International Health Regulations – LFN v President, Health, DIRCO, Parliament

In another bold step, LFN has filed an application to declare the International Health Regulations Act of 1974 unconstitutional insofar as it allows WHO amendments to be domesticated in South Africa without parliamentary approval or public participation. LFN argues that the adoption of the 2024 WHO amendments was done behind closed doors and that South Africans were not consulted. The case seeks to interdict government from implementing these amendments until due constitutional process has been followed. Download the court application here.

4. Draft School Admission Regulations – LFN v Minister of Basic Education (Siviwe Gwarube)

The most recent case challenges the Draft Admission of Learners to Public Schools Regulations, 2025. LFN contends that the draft, particularly Regulation 14, is unconstitutional and unlawful, contradicting the South African Schools Act and the Constitution. It infringes the rights of children, parents, and families, and undermines the principles of equality and dignity. LFN argues that such regulations should never have been published, and asks the Court to set them aside in their entirety. Download the court application here.
